Unfortunately all copies of the petition in question were returned to the M. P. s. from whom they were received before copies were taken of them. A further point that I have already mentioned to you is that the statements in Nos. 14 and 15 to the effect that the members of the Hong Kong Police Department recruited from Police Forces in this country have by now probably received revised letters of appointment unfortunately rather anticipatory. They were based on the draft below No. 14 which was prepared by C.S.D. but in connection with the P.Q. by Mr. Batley which we discussed yesterday we discovered that in fact Hong Kong's proposals in their telegram No. 1184 of the 19th July (copy attached opposite for convenience of reference) were sent to us'in draft form, and that the letter to the Home Office seeking their concurrence in those proposals had not even been typed as of yesterday.

Captain Snow and the Member for Luton will no doubt have already passed on to their correspondents in Hong Kong the information in Mr. Ivor Thomas' letters, and the effect locally may therefore be slightly unfortunate. explained this to C.S.D. and asked them to ensure that no further time is lost in sending a reply to Hong Kong's telegram No. 1184, so that the position of members of the Hong Kong Police Force recruited from U. K. Police Forces can be clarified as rapidly as possible and revised letters of appointment be issued to them locally.
